Corzine signs 'Kyleigh's Law,' requires decals for young drivers

Donna Weeks and close friends of Kyleigh D'Alessio Wednesday released 25 orange balloons into the grey sky above West Morris Central High School.

It was an homage to Kyleigh, a 16-year-old Long Valley resident who was killed two years ago in a car crash involving a teen driver, and whose favorite color was orange.

"I know Kyleigh is very proud," Weeks said after Gov. Jon S. Corzine signed "Kyleigh's Law," making New Jersey the first state in the nation to require new drivers under 21 to affix decals to their vehicles.

Corzine called the law a "fundamental tool" to help police enforce restrictions on probationary drivers. The decal likely will be a small reflective rectangle attached to the front and rear license plates, state motor vehicle officials said.
