Garbage Disposal On Sink

Yesterday I got a quote for a kitchen modernization and the guy who did the quote said as far as he knew in Long Valley it was illegal for us to have a garbage disposal fitted to our sink as the town wanted to limit impact on the sewage system.

Is this correct? Am I not allowed to fit a garbage disposal to my sink?

i am not sure if it is legal issue. if you have well water you can not pass home inspection if you have garbage disposal.
